After listening to the reasons why the Kibuye Hospital delayed to be constructed for over 6 months, the Minister of Health Dr Agnes Binagwaho asked the Karongi district administration to take to court the contractor to pay back the money used on his behalf.
The contract to design the project to expand Kibuye Hospital was done by a study bureau called C.A.E.D.E.C and the construction process which was to start in between 2010 and 2011 delayed for about 6 months and the construction started towards the end of 2011.
During the ministers visit to Kibuye Hospital on the 18th.Oct.2012, Dr Binagwaho was explained how due to bad study of the project, the construction process was delayed for about 6 months which might make the district use more money than the expected budget.
Dr. Binagwaho says that there is no single reason to why the district should be affected by this loss. The minister told Bernard Kayumba the district mayor; “you’ll find yourselves using people’s taxes and money you could use in children’s education when the contractor is enjoying his life. You have to take him to the courts of law and make him pay for the damage done and especially financial”.
With the support of Ministry of Health, Karongi district is going to follow up on this problem which affected many people especially people’s lives through the delay as the hospital could not provide the desired services.
