Burera District to take legal measures against Mutuelle de santé dodgers

The sensitization program for the participation in Mutuelle de santé medical insurance in Burera district has taken another step and people who refuse to participate when they are able financially will be punished according to the law.

A new program of sensitizing people door to door investigating reasons why people didn’t contribute for Mutuelle de santé in local authorities is in progress and whoever will be found to be able but didn’t contribute will be punished says Samuel Sembagare the mayor of Burera district.

This will be according to law n° 62/2007 of 30/12/2007 that directs the operations and management of medical insurance as Sembagare explained.

 

The 60th article of this law states that “whoever does not own a medical insurance and is not in the vulnerable category to be supported will be fined between Rfw5000 to Rwf10000.”

“The culprit or any person that discourages people to participate in the program is also liable to imprisonment from 7 to 90 days and a fine between Rwf50.000 –Rwf200.000.

 

The mayor of Burera district explained that punishing people is not important in their program but sensitizing peopled the advantages of medical insurance.

 

“It is not the law that we are much concerned about, we have taught and we will keep teaching and explaining to people but whoever will not comply will be punished by law.”

 

Sembagare says he sure that residents of Burera district will participate in Mutuelle de santé medical insurance without being persecuted first by the law. He assured people that they will first evaluate if local leaders paid their part before coming on to the people.

Leaders are supposed to be exemplary and having paid their contribution fee will make it easy to sensitize their subjects to follow their examples.

Burera district has 70.5% of its population participating in Mutuelle de santé medical insurance and the goal is to have at least 90% of the population in this program before June 2013.
